The meeting was called to order at 7:05 PM by Chairman Steve Spickard. There were 16 in attendance. The minutes from the October meeting were read and with a few changes there was a motion by Edna Meyer to approve them. This was seconded and with one vote of nay as the exception was passed.
The Polly Judd Renewable Resource Project was brought up for discussion. The membership approved a letter to be sent to the Spokane Park Board, Our CD Board and the Burlington Northern Santa Fe Railroad proposing that certain areas around Polly Judd Park be used to compost leaves and to start a community garden. Taylor Bressler from the Park Department okayed the proposal to dispose the Autumn leaves in the "resource ravine". John Simanton voiced his opinion that the wording of the sentence, "Subject to further study, we conclude the highest..."' should read: "Subject to further study, we believe the highest..." There was also mention of the need to monitor the gates and hours carefully so that it would not become a dumping ground for large appliances and such. Before the letter is sent we will contact neighbors to hear and incorporate their concerns in the plan.
The installation of the long awaited sign was entered into discussion. The Nichols Brothers have completed the portion of the preparation work for $142. The sign is now at Design Decal for $565 and Baldwin Sign is awaiting the sign permit from City Hall to complete the installation.
CDBG Community Development Block Grant dispensation for 2004 was agreed upon with the following Monies being dispersed to the Public Service commitment which is 15% of the $25,000 HUD funds granted annually to Historic Cannon's Addition Community Development Steering Committee or $3,750. We are also allowed to suggest in which way the remaining money should be allocated. After the passage of various motions and positive votes our committee suggests the highest and best use of the funds would be:
